I think it's a tactic? Probably to pressure the other side by aiming for innocent lives to get them to surrender. I don't understand it myself.

But I'm not the best person to understand about waging war against each other. It just seems kind of low to resort to aiming for people who can't defend themselves as well as those trained to do it.
